fa تحول در استراتژی‌های امنیتی و دفاعی آمریکا؛ تحلیل اسناد استراتژیک (2001-2026) تخصصي Special پژوهشي Research <div style="text-align: justify;">این مقاله تحول استراتژی‌های امنیتی و دفاعی ایالات متحده آمریکا را در فاصله سال‌های 2001 تا 2026 بررسی می‌کند. سؤال اصلی تحقیق این است که آیا تغییرات مشاهده‌شده در اسناد امنیتی و دفاعی آمریکا صرفاً بازتاب تغییر در زبان سیاسی و اولویت‌های مقطعی است یا نشان‌دهنده گذار ساختاری از الگوی ضدتروریسم به الگوی رقابت قدرت‌های بزرگ است؟ تحقیق حاضر کیفی، سندمحور و مبتنی بر تحلیل محتوای جهت‌دار است و استراتژی‌های امنیت ملی و دفاع ملی آمریکا را در چهار دوره 2001-2008، 2009-2016، 2017-2020 و 2021-2026 تحلیل می‌کند. یافته‌ها نشان می‌دهد که در دوره اول، ضدتروریسم و بازیگران غیردولتی در مرکز استراتژی قرار داشتند. در دوره دوم، مرحله‌ای انتقالی با کاهش انحصار ضدتروریسم و افزایش توجه به نظم، تاب‌آوری و بازتوزیع قدرت شکل گرفت. در دوره سوم، رقابت قدرت‌های بزرگ به‌صورت صریح به چهارچوب غالب تبدیل شد و در دوره چهارم، این چرخش در پیوند با بازدارندگی یکپارچه، تکنولوژی، سایبر و هند-آرام تثبیت و بازصورت‌بندی شد. مقاله نتیجه می‌گیرد که استراتژی‌های امنیتی و دفاعی آمریکا در این فاصله زمانی دچار تحول ساختاری شده‌اند؛ به‌گونه‌ای‌که چین به رقیب اصلی، روسیه به تهدید حاد، هند-آرام به جغرافیای مرکزی، و مفاهیمی مانند رقابت استراتژی، تاب‌آوری و برتری تکنولوژیک به عناصر سازمان‌دهنده استراتژی تبدیل شده‌اند، هرچند برخی عناصر ضدتروریسمی و سرزمین اصلی آمریکامحور همچنان باقی مانده‌اند.</div> <div style="text-align: justify;">This article examines the transformation of the United States&rsquo; security and defense strategies over the period from 2001 to 2026. The central research question is whether the changes observed in U.S. security and defense documents merely reflect shifts in political language and short-term priorities, or indicate a structural transition from a counterterrorism paradigm to a great power competition framework.<br> This study adopts a qualitative, document-based approach and employs directed content analysis to examine U.S. National Security and National Defense strategies across four periods: 2001&ndash;2008, 2009&ndash;2016, 2017&ndash;2020, and 2021&ndash;2026.<br> The findings reveal that in the first period, counterterrorism and non-state actors were at the core of strategic focus. The second period represents a transitional phase, marked by a decline in the exclusive emphasis on counterterrorism and an increasing focus on concepts such as order, resilience, and the redistribution of power. In the third period, great power competition explicitly emerged as the dominant strategic framework. In the fourth period, this shift was consolidated and rearticulated through its linkage with concepts such as integrated deterrence, advanced technologies, cyberspace, and the Indo-Pacific region.<br> Overall, the study concludes that U.S. security and defense strategies have undergone a structural transformation during this period. China has emerged as the primary strategic competitor, Russia as an acute threat, the Indo-Pacific as the central geopolitical arena, and concepts such as strategic competition, resilience, and technological superiority as organizing principles of strategy.
