fa ناکامی جامعۀ جهانی در مبارزه با تهدیدات امنیتی افغانستان عمومى General پژوهشي Research <div style="text-align: justify;">در طول تاریخ افغانستان، ناامنی‌ها به‌نحوی وجود داشته‌اند؛ اما فعالیت گروه‌های تروریستی، مافیایی و قاچاقچیان مواد مخدر با کمک قدرت‌های بزرگ جهانی و منطقه‌ای، ناامنی‌ها را در این کشور شدت بخشیده، این فعالیت‌ها را از مرزهای افغانستان عبور داده و با تحولات جدید در افغانستان، صفحۀ جدیدی را در تاریخ این کشور رقم زده است. حال پرسش اساسی پژوهش این است که ناکامی جامعۀ جهانی در تهدیدات امنیتی افغانستان چگونه بوده است. هدف این مقاله این است که نقش جامعۀ جهانی را در مقابله با تهدیدات امنیتی از ناحیۀ افغانستان را به‌ویژه در امر مبارزه با تروریزم و مواد مخدر بررسی کند. روش‌ کار و چارچوب نظری این مقاله بر اساس رویکرد نئورئالیسم است. نئورئالیسم به بحث وابستگی متقابل میان دولت‌ها و تأثیرپذیری آن‌ها از ساختار نظام بین‌الملل توجه خاصی دارد. یافته‌های این تحقیق نشان می‌دهند که نقش جامعۀ جهانی و آمریکا در مقابله با تهدیدات امنیتی با پرداخت هزینه‌‌های گزاف در جنگ علیه تروریزم و مواد مخدر در افغانستان ناکام بوده است. دلیل موفق نبودن و ناکامی جامعۀ جهانی در مقابله با تهدیدات امنیتی، صداقت نداشتن در مبارزۀ جدی، هرج‌ومرج حاکم بر روابط دولت‌‌ها، یک‌جانبه‌گرایی و تعقیب منافع برخی از اعضای جامعۀ جهانی و استفادۀ ابزاری از تروریزم و مواد مخدر در افغانستان است.</div> <div style="text-align: justify;">During the history of Afghanistan, somehow, we witness insecurity. The activities of terrorist groups, mafia and drug traffickers with the help of major global and regional powers, however, have intensified the insecurity in this country. these activities have crossed the borders of Afghanistan and with the new developments in Afghanistan, they have set a new page in the history of this country. The basic question of the research is consideration of the failure of international community in Afghanistan threats. The purpose of this research is examining the role of the international community in dealing with security threats from Afghanistan, especially in the fight against terrorism and drugs. The theoretical framework of this article is employing the neorealism approach and our method of research is using of this theory. Neorealism pays special attention to the discussion of interdependence among governments and the influence of international system on the behavior of states.
